Japan’s government has decided on new rules for choosing backup capitals in case a major disaster hits Tokyo.
These areas would help keep important government services running if Tokyo cannot do its job. Hokkaido, Aichi, Osaka, and Fukuoka meet the main requirements, including population size, economic strength, and the number of government offices. They must also prepare plans with their major cities before applying.
The government plans to announce the next steps in November, and more than one area could be chosen.

日本政府は、東京が大きな災害に見舞われた場合に備え、副首都を選ぶための新しいルールを決定しました。
東京がその役割を果たせなくなった場合、これらの地域が重要な行政サービスを継続する助けとなります。北海道、愛知、大阪、福岡は、人口規模や経済力、国の出先機関の数など、主な要件を満たしています。これらの地域は、申請する前に、それぞれの主要都市と協力して計画を整える必要があります。
政府は11月に今後の進め方を発表する予定で、複数の地域が選ばれる可能性もあります。
